KATHMANDU, July 17: The Legislature-Parliament is to give three days to hold preliminary discussions on a motion of no- confidence filed against Prime Minister KP Sharma Oli.

The main opposition Nepali Congress and one of the major ruling partners in the Oli-led government, CPN (Maoist Centre) last Tuesday registered the no-trust motion at the parliament against PM Oli.

The Parliament Secretariat has already sent a letter to its members informing that discussions on a motion of no-confidence were being from July 21 to 23.
The Secretariat will take a further move on the proposal for a decision as per the constitution, Parliament Regulations and the principle of necessity, according to Dr Rabi Aryal, Joint Secretary at Parliament Secretariat.

According to the Rule 160 of Parliament Regulation- 2073, the member signing first in the no-trust vote or a person assigned by him/her will read out the motion before upcoming parliament meeting and table it.

Maoist (Centre) Chair Pushpa Kamal Dahal is the first signatory of the proposal.

Speaker will give the meeting time to discuss over the proposal, while the Prime Minister will respond questions to be raised over the proposal and in course of discussions on it.

As per the legal provision, the Speaker will present the proposal before the meeting for a final decision if the meeting does not agree to send it back, Parliament Secretariat's Under Secretary Bishnu Kaji Shrestha said. The final decision would be taken through vote and the Prime Minister would automatically get relieved off the duty the proposal garners the majority votes which the Speaker will inform to the President.

Meanwhile, Article 198 (8) of the prevailing constitution mentions that Prime Minister is relieved from the post when he resigns, when the no-confidence motion is passed by the parliamentarians present in the Legislature-Parliament, when he is no more the member of the parliament, and in case he passes away.

The no-confidence motion registered in the Parliament against PM and the homework being made for the new prime minister have left the people in stark confusion.

However, sub-article 13 of Article 298 of the constitution mentions that no-confidence motion can't be registered against the same prime minister more than once in six months.
