Deliberation continues on issues of public importance

KATHMANDU, August 16: Parliamentarians from both ruling parties and the opposition continued deliberation on the issues public importance, including the recent flood and the government's positive intervention in disaster. 

CPN-UML Bhim Bahadur Rawal tabled the proposal which states, "Many lives have been lost in flood and landslides, scores have been missing and got injuries while thousands are displaced. The disasters have also incurred damages to physical infrastructures. Immediate relief, rescue and compensation are the need of the hour." 

The major opposition, CPN-UML, registered the proposal at the parliament, seeking deliberation on the government's effective role, programme and policies to resolve the issues as flood emanating from the construction of dam in the southern border of the country. 

Taking part in the deliberation, NC's Whip Ishwori Neupani argued that there should not be any politicization on the issues in the name of flood, inundation and its repercussions. More than 25,000 people were displaced in various places in Terai, he added. 

" The government should immediately make arrangements for relief, rescue, shelter and food to the flood-victims," said Neupane pressing for unity among one and all at the hard times. 

UML Ram Kumar Bhattarai claimed that majority of the land and around 90 per cent of the houses at Gaur Bazar in Chitwan were inundated due to the dam built by the Indian side in their territory. "There is a threat of outbreak of epidemic, "warned Bhattarai. 

According to him, the flood has caused damages to the crop and the production is likely to be affected. The physical infrastructures of the Bagmati Irrigation are also collapsed. He bemoaned that none has paid attention towards this. 

Similarly, CPN-MC Agni Prasad Sapkota stated that Prime Minister Sher Bahadur Deuba should broach the topic relating to inundation in Nepal during the monsoon during his imminent visit to India on August 23. 

According to him, the incident of flood and inundation in Nepal was caused due to the construction of dam in India was a political issue. He also vented his ire that billions of rupees were being collected in the name of the supporting flood-victims but many have not received the relief materials yet. 

Stressing for effective government mechanism, Sapkota underscored the need for putting in place 'One-Door' policy while launching relief operation. 

Parliamentarian Kishore Prasad Shah Teli commented that the government mechanism was weak for the relief and rescue operation in the wake of inundation in various places across Terai. 

Dr Banshidhar Mishra called for unity among the ruling parties and opposition at such a time of distress in the country and he suggested the ruling parties not to overlook the proposal seeking deliberation on the relevant issues as relief and rescue operation. 

According to him, the construction of dam by the Indian side in their land had breached the international law and issues related to it should be addressed through diplomatic means. 

Likewise, Bhismaraj Angdambe of NC lamented that the country was bearing the brunt of flood and inundation and the political parties in the country were still into power struggle. He used the word 'Lig Lige Daud' for referring to power struggle. 

Mohan Tudu ranted that it was pity to see absence of bill relating to the disaster management in the country where natural calamities such as flood, landslide among others do wreck havoc yearly. 

Chandrakanta Bhandari pressed for a common viewpoint among the political parties to put an end to the situation where millions of people were deprived of shelter, food and clothes in the wake of flood and inundation. 

Indra Baniya shared that more than 2,000 bigaha of land were swept away by the Karra and Rapti River in Makawanpur district and stated that the division among the political parties would not do good to anyone. RSS
