Talks teams draft final agreement, Dr KC likely to end strike today

KATHMANDU, Oct 17: The talks held between the representatives of Dr Govinda KC and the government are expected to conclude on Tuesday with the talks teams preparing the final draft of the agreement to address Dr KC's seven-point demand. 

The three-member government talks team headed by Naindra Prasad Upadhyaya, secretary of the Prime Minister's Office, includes Dr Kiran Regmi, secretary at the Ministry of Health and Dilli Ram Rimal, joint-secretary at the Ministry of Education. A 51-member talks team formed on behalf of Dr KC has assigned Dr Abhisekh Singh, Dr YP Singh, advocate Om Prakash Aryal and Dr Kashyap Shrestha to negotiate with the government talks team. 

On Monday, the talks teams which continued negotiations from Sunday worked on preparing the draft of the final agreement. “We are preparing the final draft of the agreement. The talks will be concluded tomorrow [Tuesday] and Dr KC will end his strike,” said Secretary Upadhyaya. 

Joint-secretary Rimal said that they tried to conclude the talks on Monday. “We want to finalize everything today [Monday],” he added.

However, the KC's team insisted on coming up with a sound solution so as to bring the Medical Education Act through an ordinance and take action against Gopal Khadka, chief of Nepal Oil Corporation. “A draft has been prepared today,” said advocate Aryal. “The draft will be forwarded to the government and Dr KC,” he said, “Then it will be publicized. The talks are likely to conclude tomorrow if both sides accept the draft.”
 

Dr KC has been staging his 13th fast-unto-death, demanding the Medical Education Act in line with the reports prepared by the Mathema taskforce. He has been staging the hunger strike since October 5.
