Govt finalizes directives for provincial governance

KATHMANDU, Dec 27: The government has finalized a draft of the directives concerning the roles and responsibilities of the provincial governments, proposing seven ministries in each provincial government. 

The draft of the directives awaiting cabinet approval has proposed the Ministry of Federal Affairs and Local Development as the overseeing ministry at the center for provinces. The draft has proposed the Office of the Provincial Council of Ministers, Financial Development Ministry, Home Ministry, Agriculture Cooperative and Land Management Ministry, Provincial Infrastructure Development Ministry, Forest Science and Environment Ministry and Education Health and Social Development Ministry. 

According to the directives, the Office of the Provincial Council of Ministers will formulate, approve, implement and evaluate policies and plans of the province, supervise management and organization of province-level government offices and others. 
Likewise, the Financial Development Ministry will oversee and formulate financial policies, forecast investment, distribute resources and will be responsible for financial management. Likewise, the ministry will be responsible for inter-government financial management, maintaining provincial financial statistics and records, registering industry, licensing and formulating laws related to industry and factories in the province. 

Provincial Home Ministry will be responsible for making security plans and policies in the province and providing security to important places and VVIPs. Likewise, the ministry will be responsible for enforcing verdicts of judicial and semi-judicial bodies of provinces. 
Likewise, the Provincial Home Ministry can formulate various laws including disaster management, family affairs and province policing. 

The government has proposed giving the responsibilities of formulation of plans, policies, conducting research, development and operation of energy, electricity, irrigation, drinking water projects in the province to the Provincial Infrastructure Development Ministry. Likewise, the ministry can determine the minimum standards of various services at the province level including roads, public buildings and industrial products. 

The directives have proposed giving the responsibility of regulating herbs farming, it's commercialization and processing, formulating provincial laws and policies for conservation and use of forest, conducting research and other works at the province level to the Forest Science and Environment Ministry. 

Article 174 of the constitution has stated that the allocation and transaction of business of the provincial governments shall be carried out in accordance with the rules approved by the provincial governments.
