Local units struggling in lack of manpower

PAANCHTHAR, Feb 1: There are altogether eight wards in Falelung Rural Municipality while the number of secretaries is four. As a result, the responsibility of the secretaries has been handed over to technicians in some wards. In some cases, a single technician is looking after two wards.

It is not just the rural municipality and wards that lack manpower but also the departments of forest, education, women and health in the district. This has badly affected the works of the local units, informed Mausam Dhungel, administrative chief of the district. Though the workplaces are crowded with service seekers from early morning, they have to suffer a lot in the absence of sufficient manpower.

Citing topographical and technical barriers, officials in the district headquarters refuse to go to rural parts. The local government has power, authority and budget but it does not have sufficient manpower. According to Amar Raj Makhim, chairperson of Miklajung Rural Municipality, manpower shortage has affected the plans and projects of the local units. "Four secretaries are handling the works of eight wards," said Makhim.

There are altogether one municipality and seven rural municipalities in the district. Though the locals were assured of the facilities of Singha Durbar at their doorsteps after the elections, that has been nothing more than a myth.
