MoE departments, agencies running without high ranking officials

KATHMANDU, Aug 31: Ministry of Education (MoE) and its departments have been running without high ranking officials and chiefs for several months.

More than two months after education Secretary Bishwa Prakash Pandit retired from the post, the government is yet to appoint someone to replace him.

The post of director general at the Department of Education has also remained vacant since Khaga Raj Baral was promoted about a month ago as secretary and deputed to the western regional office, according to an MoE official.

Likewise, the National Examination Board (NEB), formed about three months ago following the implementation of the new education act, has yet to get a chairperson.

Meanwhile, the post of vice-chairperson of the NEB, a portfolio reserved for education secretary, is also vacant after Pandit's retirement.

The NEB chairperson is appointed through the recommendation of a committee chaired by the Public Service Commission.

Likewise, the University Grants Commission (UGC) has been running without a member secretary for about one and a half years.

Although regular paperwork have not been affected, the policy level tasks have been completely halted in the absence of high ranking officials and department chiefs within the ministry, said the MoE officials.

“The cabinet should fill these posts through the recommendations from the education minister,” said Dr Hari Prasad Lamsal, spokesman at the MoE.
