KATHMANDU, Sept 21: Former Chief Justice Kalyan Shrestha has said the reason behind the slow pace of the implementation of constitution was too much politics on it. 

The former CJ made such comment during a programme organized by Nepal Law Society on 'A year of the promulgation of constitution: reflection' in Lalitpur on Wednesday. "Now, the constitution should make the politics cultured; practice of the culture that protects and promotes law is essential. We have not expected the constitution if it ensures victory to leaders and defeat to people," he underscored. 

Moreover, the former CJ said transformation of only parliament and lawmakers is not good; entire people should be ensured transformation. 

"Although the constitution was made bulky with rights, the commitment to its implementation is weak," he expressed worry. 

On the occasion, then Chairman of the Constituent Assembly, Subash Nembang said the constitution has fully incorporated the Nepali people's aspirations. All sides should engage on how this best constitution could be implemented effectively, he said, adding that it was however a challenge before all that concerns were raised on constitution within a year of its promulgation. 

Similarly, Minister for Physical Infrastructure and Transport Ramesh Lekhak said the constitution is a dynamic document and it can be amended if need be for the welfare of the nation and to address people's aspirations. 

"The constitution was promulgated as per the need. It has also been amended. It was historic to promulgate the constitution through the former Constituent Assembly. 

Democracy, republic and federalism are major achievements. So, it is the need of the hour to ensure its acceptability," he said. 

Likewise, Minister for Law, Justice and Parliamentary Affairs Ajaya Shankar Nayak said ways could be sought to address dissenting voices even from within the constitution. "Efforts are ongoing to make necessary laws to hold elections in levels —local, provincial and central—within the stipulated timeframe," he said. 

Co-Chairman of the Sadbhawana Party Laxman Lal Karna emphasised the need for ensuring broader acceptability of the constitution to all. 

Executive Director at Nepal Law Society, Krishna Man Pradhan and expert Mohandas Manandhar said that it was the need of hour to implement the new constitution as it was promulgated by completing all rules and process established in the world. 

They said, "No one should now doubt over constitution implementation. We should move ahead by revising the provisions on the basis of experience. The new constitution has been promulgated having 31 fundamental rights. It is necessary to make people aware about it through mother language." 

Various other people including Chairman of Nepal Law Society, Komal Prakash Ghimire, said that political parties should be united on disseminating message about the specialty of constitution to people. RSS
