KATHMANDU, Oct 15: Youth student Dipendra Kandel on Friday said that the present administrative system has fallen flat.

Speaking at a press conference organized by Reporters Club Nepal yesterday, Kandel stressed on the need to change the personnel administrative system as soon as possible saying that Nepal's bureaucratic system has nosedived.

He added that the examination conducted by Public Service Commission should be changed in such a way that every Nepali can participate in the examination for any post.

He maintained that the Nepali people who are staying abroad should be allowed to participate in the Public Service Commission.

He further added that VAT system in Nepal is also unscientific. He suggested that VAT imposed on transportation facilities should be decreased by 100%.

Kandel, who is curently pursuing Master's Degree from Mohammed Bin Rashid School of Government, UAE, has put forward a concept that most of the Nepali don't know how to be happy so the government should immediately set up Ministry of Happiness.

Kandel has published 76-point concept paper for the overall development of the nation.

Likewise, Kandel claimed that the statement put forward by former Prime Minister and Chairman of CPN-UML, KP Sharma Oli to generate electricity from air can be possible.

He was of the opinion that even the student's politics should be completely stopped. Likewise, political inteference should be prohibited in sports, health, education and other important areas.

He has also put forward the concept of electrionic voting system and suggested that the number of ministries be limited to 20.
