KATHMANDU, July 15: The government has paid out Rs 46 billion in just three days (Thursday to Saturday), according to spending records at the Financial Comptroller General's Office (FCGO) updated at 6:39 p.m. on Saturday.  The eleventh-hour bulk payments raised misgivings about the possibility of irregularity and misappropriation.
