Maoist manifesto: Directly elected President for stability and prosperity

KATHMANDU, Oct 31: The CPN (Maoist Center) has issued its election manifesto. Chairperson Dahal released the manifesto at a program held at the party headquarters Parisdanda. The manifesto proposes a directly elected president and a fully  proportional election system - view the Maoists have been holding for  a long time.

The manifesto states, "Political stability, periodical stability of the government, setting the course for peace and prosperity in our past experience has proved ineffective in fulfilling our ambitions. Even during the constitution making process, the Nepali people expressed their opinion in favor of change in the government system. Based on past experience and public demand, the constitution will be amended as follows, taking into account the fact that it is necessary to change the existing form and system of government in order to make the federal democratic republic effective.”

It is proposed that there will be an executive president directly elected by 51 percent of the votes in the federation and a cabinet formed by the president. It has been emphasized that parliament should be completely focused on the legislative sector. In the same way, in all the seven provinces, like in the federation, a directly elected provincial head and a cabinet formed by the provincial head will be formed and the provincial assembly will be formed, which will focus only on the legislative sector.

The manifesto has proposed forming a House of Representatives (HoR) of 165 seats and a National Assembly of 55 seats and a provincial assembly of 330 seats in the federation. An earlier arrangement has been made to increase the number of ministers without increasing 25 ministers in the Federation and 15 percent of the total number of MPs in the provinces.
