KATHMANDU, June 30: The Local Election Observation Mission (LEOM) 2017 has said that voter education was found significantly improved during the second phase of the local election held in provinces 1, 5 and 7 as compared to the first phase of the local poll.

In a press statement on Thursday, Environment, Peace, Security and Social Justice Center (SCOPE-Nepal) that mobilized the LEOM, however, said that the authorities had still failed to make proper arrangement for disabled and elderly voters.

The observation mission has pointed out the need to determine polling station that is easily accessible to all people in close coordination with political parties, local administration and concerned stakeholders. 'We also found it necessary to deploy separate government employees to provide information to media persons and observers," said observation mission director Abhaya Raj Joshi.

SCOPE Nepal had mobilized 79 observers in various districts during the second phase of local poll including Kailali, Rolpa, Rukum and Bajhang district. Except for a few untoward incidents, the observation mission found that the elections were held in peaceful manner with a huge participation of people in the voting process.

Among other things, the mission has pointed out the need to effectively enforce election code of conduct and avoid election during rainy season.
