KATHMANDU, Nov 7: International serial killer Charles Gurumukh Sobhraj who is currently serving life term at the Central Jail in Kathmandu recently filed a writ petition at the Supreme Court seeking special privilege as an elderly person for waiver of his remainder term.

Claiming that the authorities have discriminated against him and kept him in a solitary confinement at the jail when other inmates facing sentences similar to his have already been released, he filed the petition at the court demanding waiver of his remaining term.

The 74-year-old has also asked the court to immediately release him from jail and allow him to stay at a care center until the final verdict on the petition citing the Section 12(2) of the Senior Citizens Act, 2007. 

Acting on his petition that demands a mandamus order, the apex court on Tuesday issued show cause notices to the authorities including the home ministry, the chief district officer of Kathmandu, the prison office and the Department of Prison Management. A single bench of Justice Cholendra SJB Rana asked the defendant authorities to clarify on the charges made by Sobhraj.

Sobhraj, in his petition filed on Sunday has claimed that he has already served 74 per cent jail of his sentence and deserves a waiver of the remaining term. 

Sobhraj is in jail since September 19, 2003 after he was convicted of killing US national Connie Joe Bronzich and Canadian national Laurent Armond Carriere in the 1970s. 

He has further claimed that he is a heart patient and deserves waiver of the remaining term. 

“My detention in Golghar, Central Jail is inhuman and equal to the treatment to animal therefore I have been facing such a serious problem,” the petition filed through his mother-in-law and advocate Shankutala Thapa stated.
