Uphold Federal Promises

Madhesh, a region historically known for its active role in shaping Nepal’s political narratives, now finds itself at a critical juncture. The ongoing transformation in the political landscape has given rise to concerns about the sustainability of the federal system and a noticeable surge in opposition to republicanism. This raises questions about the promises made during the inception of the federal structure – promises that were once ardently fought for but now face challenges from within. It is crucial for political leaders to address these issues head-on, recognizing that the success of federalism hinges on their integrity and accountability. The roots of federalism and republicanism in Madhesh are deeply embedded in its history. Figures like Ram Raja Prasad Singh passionately advocated for these ideals, and the sacrifices made during the people's movements in 2006 and 2007 underscore the commitment to a more inclusive and decentralized governance system. However, the present political confusion has given rise to discontent, and the Madhesh Province is witnessing a resurgence of opposition to the established order.

Madhesh Province alone is not an exception to this. Similar confusion and disenchantment against federalism exist among the people in other provinces as well. One of the primary concerns contributing to this discontent among the people is the looming threat to federalism posed by corruption. Allegations of corruption in the distribution of commission-oriented schemes by the provincial governments have fueled protests and cast doubts on the effectiveness of the federal structure. The people across the country feel the burden of exorbitant taxes, particularly as the provincial and local governments tend to spend very little on development activities for most of the year. This phenomenon, often referred to as the "Ashare Budget," has left common people disenchanted with their representatives in the provincial governments and local bodies. Several political leaders across parties are now raising their voices for dissolving provincial governments, emphasizing the need for a significant shift in the current political paradigm. The initial expectations were that the federal system would address shortcomings that existed in the unitary form of government. However, the reality is that federalism alone cannot guarantee peace, stability, and progress. To make federalism successful, remove resource constraints, empower states and local bodies to levy taxes, borrow internally, and even take foreign loans as needed. Unfortunately, there has been little effort in this direction, leaving states and local units largely dependent on the federal government for financial resources.

The growing dissatisfaction with the current provincial structure should act as a wake-up call for all political parties. Deliberation on alternatives is imperative, and political leaders must engage in constructive dialogue to address the concerns of common citizens. As the discontent against the federal system itself mounts, it is imperative for political parties to heed the voices of the people and deliver on the promises made during the introduction of the federal system. As a newspaper, we believe that it is time for political leaders to reflect on the principles that led to the establishment of federalism in Nepal. Upholding the promises made and addressing the challenges faced by the federal system of governance will not only strengthen the federal system but also reaffirm the commitment to just and inclusive governance that respects the aspirations of all citizens. Nepali people deserve a government that stands by its word and works tirelessly to fulfill the federal promise made to them
