  Campaign to promote transaction with bills

KATHMANDU, Sept 23: If you have finished your shopping and have returned without bills, you might find yourself in trouble. The government is closely observing the buyers and sellers to ascertain whether or not they are issuing and receiving bills.


Both traders and buyers are under the watchful eyes of officials of five inland revenue offices in the capital. Revenue officials have been mobilized at various department stores, supermarkets, malls and business centers. Three offices of Kathmandu and one each of Lalitpur and Bhaktapur have altogether mobilized 12 teams for the task.

“Dashain market is the best time for us to encourage the practice of giving and receiving bills,” said Shishir Kumar Dhungana, Chief Tax Administrator, Inland Revenue Office Area No 1. “We have been mobilizing three teams from our office every day.”

According to Dhungana all three Inland Revenue Offices in Kathmandu have appointed officials in the respective business areas. Some officials don T-shirts and caps carrying message that urges buyers to ask bills after shopping, while some have been mobilized in plain clothes.

If the officials see any shoppers returning without bill, they request the latter to ask bills or provide pamphlets that request them to demand bills. Officials in plain clothes, however, observe whether or not the businessmen are issuing bills.

“If the businessmen are found not issuing bills, our officers have been authorized to punish them as per existing laws,” said Dhungana.

Though the government succeeded in generating revenue as per its projection last year, collection of VAT was below the projection. The government failed to meet the target due to its failure in establishing the culture of issuing and receiving bills in the market.

“We are hopeful that this move will help make consumers aware of the fact that transaction with bills will be beneficial for the nation,” Dhungana added.
