Tech panel for combatants' discharge formed

REPUBLICA

KATHMANDU, Oct 6: Peace Ministry on Tuesday formed a technical committee headed by Joint Secretary Bishnu Nepal to oversee the overall discharge of disqualified Maoist combatants, said Peace Minister Rakam Chemjong.

According to Joint Secretary Nepal, the eight-member technical committee comprises two officials from the ministry, two representatives from the Maoists and four experts from the UN agencies. The committee held its first meeting on Tuesday.

The discharge process will resume on October 11, two-and-a-half months after it was stalled in July following non-cooperation from the Maoists. The discharge process will begin from the cantonment based in Sindhuli. The ministry has planned to complete the process by November 19.

In the meantime, Chemjong said that the cabinet will form a high-level committee on Monday. The committee will work as the policy making body for the discharge process.

There are altogether 4,008 disqualified combatants. They were either minors or late recruits during the time of verification by the United Nations Mission in Nepal in December 2007. These combatants will not be into any of the state security agencies.
