  Govt conspiring to bring sponsored constitution: Gajurel

KATHMANDU, May 12: UCPN (Maoist) Secretary CP Gajurel claimed on Saturday that the government and major political parties were creating an environment to impose state of emergency for what he called promulgating a ´sponsored constitution´.

Addressing a program organized to launch a book ´Nepali Janayuddha´ (People´s War) authored by Dr Rishi Raj Baral at the factional headquarters of Maoist party´s Senior Vice-chairman Mohan Baidya in Kupandole, Gajurel said in a veiled language that the new constitution has already been drafted in India.

He alleged that Chairman Pushpa Kamal Dahal and the Prime Minister and party Vice-chairman Baburam Bhattarai, along with the leaders of Nepali Congress, UML and Madhesi parties, were trying to endorse a ´ready-made´ constitution on May 27 even though they seem busy in political negotiations these days.

Gajurel alleged that they were trying to create social discord among various ethnic groups to prepare grounds for imposing state of emergency.

"The government is itself provoking inter-caste conflicts to create an environment for imposing state emergency to promulgate the sponsored constitution on May 27," said Gajurel.

He claimed that the “sponsored constitution” would have been promulgated already had their faction not opposed the view of the party Chairman Dahal. "But we did not agree as it was against the party´s line," said Gajurel.

Addressing the function, Senior Vice-chairman Mohan Baidya claimed that there was no chance of promulgating ´people´s constitution´.

He termed the meeting of top leaders as farce as they have been bypassing lawmakers in the discussions on key issues of the new constitution.

Baidya was particularly harsh on the Baburam Bhattarai-led government. He termed the current government ´fascist´ and alleged that the government forcefully evicted squatters from Thapathali and opened fire at peaceful protestors. "It is a matter of shame to say that this government is led by Maoists," he said.

He also said that his faction would not agree with the 11-province federal model. "The 14- province federal modal is best suited for Nepal," he added.
