BANEPA, June 25: Nepali Congress central committee member and former finance minister Dr Ram Saran Mahat opined that full-fledged budget can only be presented if the political issues were resolved.
Speaking at a program organized by Nepal Student Union in Kavre on Monday, Mahat made it clear that the government enjoys no rights to bring the full-fledged budget without political consensus.
"As per the Interim Constitution, the government enjoys no rights to bring full or partial budget without resolving the political issues," Mahat said.
However, he said it is possible to bring one-third of the budget so that the ongoing development works will not be disrupted.
