Chief secy appointment not based on seniority: Minister

KATHMANDU, July 28: When the government is yet to appoint a new chief secretary, a minister on Saturday said that the appointment will not be based on seniority of the secretaries.
Speaking at an interaction program at Reporters’ Club in the capital, Minister for Physical Planning and Works Hridayesh Tripathi said as the earlier appointments were based on favoritism, the new appointment will just be the continuation of the earlier procedures.
“We have been witnessing a tradition of appointing a chief secretary based on favoritism not the seniority, this year will too witness the same,” Tripathi said.
Tripathi said Madhesi-based parties have recommended Uma Kanta Jha while other parties—UCPN (Maoist), Nepali Congress and CPN UML—have come up with the different names.
The appointment has been made further more difficult as the secretaries themselves are lobbying with various parties for the post, Tripathi added.
Though there are 12 senior-most secretaries who were promoted to their posts the same day, political sources said Secretaries Leela Mani Paudyal, Trilochan Upreti, Brinda Hada and Shankar Koirala are ahead in the race for the coveted top post.
