Fresh murder again greets new SP

REPUBLICA

SIRAHA Sept 16: Every time a new superintendent of police takes charge of Siraha District Police, he has had to deal with a murder case immediately after the appointment. This has been so in the case of the last three SPs, including the newly appointed Siraha police chief SP Bikram Gurung.
Could this be a coincidence?

Some police officers do not believe that it is just a coincidence. They said it was a deliberate attempt by some armed outfit or criminal group to challenge the new police chief, whose first responsibility is to rid Siraha of escalating criminal activities.

In less than a week after Gurung took charge of the Siraha police, a local resident was found murdered early Friday morning. Shiva Kumar Sah, 38, of VDC-1 in Dhangadi of Siraha, was found shot dead in Bange Bazaar, just 500 meters northeast of his home, according to the district police.

Inspector Raj Kumar Shahi said that Sah might have been killed on Thursday night. He was shot at his abdomen and the back of his neck. A few bullet-shells have been recovered from the place where Sah´s body was found. The police said the killers could have shot Sah with a home-made gun or pistol.
But what has intrigued the police officials and the locals most is that this is the third such case in a row in which a local resident has been murdered within the very first week of a new SP taking the command of the security of the district.

Earlier, just a day after SP Bikash Shrestha assumed the post of the district police chief on January 27, 2011, Punam Kumari Mahato, a resident of Chandra Udaypur VDC-5 in Siraha, was killed.

Although the district police succeeded in nabbing those allegedly involved in Mahato´s murder just a few days later, SP Rajesh Lal Karna, who succeeded Shrestha, also had to deal with a murder case immediately after coming to Siraha. Just five days after Karna took the command of the Siraha district police on December 9, 2011, Chhedi Yadav, 28, a resident of Laxminiya VDC-4 in Siraha, was murdered.

And, this time around, just four days after SP Bikram Gurung arrived in Siraha as the new district police chief, Sah was found brutally murdered close by his own house.

"If the new chief fails to confront the challenge, criminals will rear their heads," a police officer says.

Sah, the latest victim of Siraha-based criminal groups, had returned from Malaysia only three months ago.

The police have not found any lead yet and Sah´s relatives have told them that they were not aware if he had any enmity with any one. On Thursday evening, Sah had gone to the market in Bange bazaar to buy vegetables. When he did not return home by 8 pm his wife Jitni Devi tried to contact him on his mobile, but the calls went unanswered. Sah was a father of three children, two daughters and a son.
