  Narayankaji discusses CA revival with Nepal

KATHMANDU, Jan 6: As the proposal to form new election government under the leadership of a neutral leader failed to impress the opposition parties, leaders from ruling UCPN (Maoist) party have lately been lobbying for revival of the Constituent Assembly (CA).

Deputy Prime Minister Narayankaji Shrestha talked to CPN-UML leader Madhav Kumar Nepal and proposed to go for CA revival saying that it is the practical option left before the major political parties to solve the political crisis.

But Nepal, who also heads CPN-UML´s talks team, rejected the proposal saying that the option was like "a date-expired medicine."

Shrestha, who reached Nepal´s residence at Koteshwar on Sunday, said that he floated the proposal to revive the CA because this will be the best way to resolve the current impasse. "We can promulgate new constitution, form a new government under Congress leadership based on the five-point agreement [reached just ahead of CA´s demise in May last year] and prepare ground for new parliamentary election within six months," said Shrestha, who is also a vice-chairman of UCPN (Maoist).

According to Bishnu Rijal, member of CPN-UML´s publicity deparment, Nepal rejected the proposal outright comparing the idea with a date-expired medicine.

Shrestha said he talked to the former prime minister to request him to take initiative as the deadlock is deepening and the chances of holding new CA election by mid-May was becoming unlikely with the ruling and opposition parties hardening their respective positions.

Prime Minister Baburam Bhattarai last week reached Nepal´s residence and requested him to take initiative to convince opposition parties to form election government headed by a neutral leader.

Both Nepali Congress and CPN-UML officially rejected the idea. With the idea of neutral candidate rejected by the opposition parties, lately UCPN (Maoist) Chairman Pushpa Kamal Dahal and Shrestha have been lobbying in favor of reviving the CA. The 601-member Assembly was dissolved in May 27 without producing new constitution even as the jumbo body worked for four years. Its original tenure was two year and extended for four years.
