KATHMANDU, Sept 8: Nepali Congress (NC) has failed to resolve dispute in the party´s District Working Committees (DWCs) and other lower rung units in 50 districts even two years after the merger with Nepali Congress (Democratic).
The prolonged delay in the merger due to serious differences between the two factions of the party is likely to pose problems in holding the 12th convention on March 10, 2010.
In preparation for the general convention, the party´s Central Working Committee (CWC) meeting is planning to complete the process of renewing active membership by mid-November, distributing new active membership by mid-December and complete village, municipal, regional and district level conventions of the party by January 2010.
However, chances for the party to sort out differences within the lower rung units anytime soon appear slim given the rigid stance of both the factions in the party. "It is likely that the differences in the district working committee will affect the upcoming general convention," said a CWC member of the party.
Then NC and NC (D), which was led by Sher Bahadur Deuba, had merged in August 2007 in the aftermath of the Maoists´ joining mainstream politics.
The ongoing CWC meeting of the party has decided to find ways to settle the disputes surfaced in the merger process after majority of CWC members said that the process of the party´s general convention cannot be expedited without settling the merger process.
NC sources said the merger between the two factions of the party has completed only in 27 districts including Udayapur, Doti, Jajarkot, Arghakhanchi, Myagdi, Gulmi, Rukum, Rolpa, Salyan, Dang, Jumla, Kalikot, Humla and Darchula.
Dadeldhura, Bajura, Dhankuta, Mahottari, Sunsari, Sindhupalchowk, Bajhang, Taplejung, Palpa, Dolakha, Lamjung, Jhapa and Chitwan are also among the districts where the merger process has been completed.
However, a fresh dispute over leadership has surfaced in Dolakha and Lamjung districts.
According to a proposal presented by the party´s general secretary Bimalendra Nidhi in the ongoing CWC meeting there has been partial merger of the factions in Achham, Rupandehi, Surkhet, Morang, Tanahun, Kavre, Parvat, Chitwan, Baitadi, Syangja, Kapilvastu, Khotang, Terhathum, Bardiya, Sankhuwasabha, Baglung, Banke, Kanchanpur, Gorkha and Sindhuli districts.
Sources said the merger of the two factions is in a limbo in Sarlahi, Ramechhap, Bhaktapur, Lalitpur, Kathmandu, Pyuthan, Kailali, Dailekh and Bara districts. The merger process remains disrupted in Sarlahi, Ramechhap, Okhaldhunga, Dolpa, Dailekh, Saptari and Sindhuli.
Among others, the party has failed to change district level leadership in Dolpa, Okhaldhunga, Sindhuli, Sarlahi and Saptari even as the party´s central committee made a recommendation to this effect.
Party sources said the directives of the party´s central committee are implemented only partially by the party´s district level bodies and the delay in the formation of the Central Work Performance Committee has made it difficult for the party to take organizational decisions.
